Sheff Wed Deals with Major Issues, States New Football Authority

'We will play a key role in football's future' - independent football regulator the new chairman

The team's persistent issues represent a a "major concern" and the independent regulator is looking to gain the ability to examine team situations in such situations, the newly appointed chairman the official has declared.

In a wide-ranging interview, Kogan, who was appointed on Monday, showed understanding towards supporters of the Owls.

The chairman convened with four supporters' associations connected to the Championship side this week.

The Championship side have been struggling on and off the field in this season, with the club failing to pay players on time on several different times, including in the autumn.

"Evidently Wednesday represents a serious issue for football authorities and a significant problem for football," Kogan told.

"The club represents one of the historic institutions for the English game and recently we have met supporters' organizations.

"Our aim is to acquire the ability... which will permit us to bring Wednesday and comparable cases referred to us if they need to be investigated and dealt with."

Monetary Issues and Leadership Concerns

The team's struggling chairman the Thai businessman stated during the off-season he would be willing to sell up at Hillsborough, but he has failed to complete a sale with potential new owners.

Missed wage deadlines on time in spring months resulted in restrictions being imposed by the football authorities in mid-year, stopping Wednesday from completing any transfers or loans for the following recruitment periods, although those limitations were removed in the end of the transfer window.

Official's Viewpoint

The regulator explained: "The position was created for the fans of Sheffield Wednesday, teams facing challenges where supporters are loyal to a regional establishment that has been part of their lives in numerous instances.

"I have absolute sympathy for the team's plight, as I do for each organization that since 1992 have gone to the wall, or been close to going to the wall, for reasons that have nothing to do with the supporters."

When asked if the oversight body could require an owner to sell a club if they are considered unfit, Kogan said: "When asking whether 'would we intervene in the final instance?', the response would be once we collect the information and understand the situation, we will."

But the chairman emphasized that compelling proprietors to divest clubs would be considered the final option and the oversight body would choose to work with them.

"The last thing what we want to do is begin intervening in an individual club, an particular chairman, without having the opportunity to collaborate with that owner to try and resolve the challenges confronting the team and the owner's facing," the chairman stated.

"In actuality, when you review the record of the sport, over the last 20 or 30 years there have been some owners, a small minority, but some who have been irresponsible in the approach they have taken toward their teams and eventually refuse to accept accountability for the coming years."

'If we get it wrong, extraordinary progress vanishes'

The regulator engaged delegates from multiple organizations to explain the responsibilities of the authority recently and maintained it represented a "forward-thinking discussion" with a "significant participation" from the grassroots to elite level.

"It's a job that's actually really important, because if we get it wrong, if the world of football gets it wrong, the significant advances achieved necessary will vanish swiftly," the regulator warned.

"Such an outcome is universally undesirable in the terms of English football is a major achievement - we've got to keep it going.

"Considerable investment flowing into the game and has been invested for the past two decades, because there are no assurances it will persist in entering the game, which is among the factors explaining I think we have to take a really clear view on potential dangers and naturally, of the next two or three years."

Elite Division Worries

Top flight officials resisted the formation of an authority because of fears of a negative impact on the elite division's competitive balance, but Kogan said: "I'm absolutely committed to the prosperity and expansion as an commercial operation of the top division.

"I of all people understand the concern of undermining the Premier League as a premium product of the nation. But concurrently, if you engage with division representatives after the recent gathering, they would have had a significant degree of comfort -and, indeed, they have been telling us in private they have a significant confidence."

Partisan Associations

Kogan is still facing a "full inquiry" by the Commissioner for Public Appointments after he revealed he contributed money to the Labour Party in recent years.

The official provided financial support for government minister the minister's leadership bid, along with that of the government leader.

"I have fully disclosed my previous political affiliation [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the chairman stated.

"I am presently disconnected from any form of political activity."
