Britain and France Plan to Send Forces to the Country should a Ceasefire Accord is Finalized

The UK and France have inked a memorandum of understanding concerning the deployment of troops in Ukraine in the event a peace agreement be made with Russia, the UK Prime Minister, Starmer, has stated.

After discussions with Kyiv's partners in the French capital, he noted that the two nations would "create defense centers throughout Ukraine and erect fortified installations for military hardware and defense matériel" to discourage any future attack.

The coalition members also suggested that the United States would assume leadership in overseeing a halt in hostilities.

Russia has consistently cautioned that any foreign troops in Ukraine would be considered a "valid objective", but has not yet responded on this new announcement.

The Situation and Ongoing Conflict

Moscow's leader Vladimir Putin initiated a full-scale invasion of Ukraine in early 2022, and Moscow at this time controls approximately 20% of Ukraine's sovereign soil.

"This is a vital part of our vow to stand with Ukraine for the duration," commented Starmer.

Top officials and senior officials from the "Coalition of the Willing" were involved in Tuesday's talks.

He stated at a combined announcement, he noted: "It paves the way for the juridical structure under which British, French, and partner forces could work on Ukraine's territory, securing Ukraine's airspace and waters, and rebuilding Ukraine's defense capabilities for the time to come."

Senior US negotiator Steve Witkoff said that "long-term security guarantees and substantial prosperity commitments are critical to a permanent resolution" in Ukraine – alluding to a central demand made by the Ukrainian government.

Witkoff indicated the partner nations had "largely finished" their work on finalizing such pledges "in order that the people of Ukraine know that when this hostilities ends, it ends forever."

The former US envoy, former American President Donald Trump's special envoy, also took part in the talks.

At the same time, President Macron Emmanuel Macron said that Ukraine's supporters had made "major headway" at the negotiations.

He said that "strong" safety pledges for Ukraine had been reached in the event of a possible truce.

President Volodymyr Zelensky said that a "huge step forward" had been made in Paris, but cautioned that he would only consider efforts to be "adequate" if they led to the cessation of the conflict.

Recently, Zelensky indicated a peace deal was "largely prepared". Agreeing on the outstanding 10% would "shape the future of the peace, the fate of Ukraine and Europe".

Unresolved Issues

  • The Russian President has repeatedly warned that Ukrainian troops must retreat from the entirety of Ukraine's eastern Donbas region or Russia will take control, dismissing any concession over how to end the war.
  • Zelensky has so far rejected ceding any territory, but has suggested that Ukraine could withdraw its forces to an mutually accepted point – but only if Russia reciprocates.

Russia presently controls approximately 75% of the Donetsk region and some 99% of the bordering Luhansk. The two regions form the industrial region of Donbas.

The earlier US-led multi-point framework that was circulated to the media last year was perceived by Kyiv and its EU supporters as being heavily skewed in Russia's direction.
